Executive Board

Director & Chair

Arqum Rashid is the Resident Scholar and Imam at the Islamic Society of Central Delaware and a licensed attorney in Maryland. Arqum holds a degree in Islamic law from Al-Azhar University, a J.D. from Delaware Law School, and a Master’s in Interreligious Studies from Hartford International University, where he is pursuing his Ph.D. as well. His current research focuses on human dignity in Islamic thought and law.

Previously, Arqum worked as a Deputy Attorney General in Delaware and an Assistant State’s Attorney in Maryland. Arqum was born in Pennsylvania and currently resides in Delaware. He memorized the entire Quran and has regularly led the Taraweeh prayers for the past 16 years. After high school, Arqum traveled to Egypt to further his studies in Arabic and Religion.

In Egypt, he completed a year-long-intensive Arabic certificate program and completed a degree in Shariah (Islamic law) at Al-Azhar. During this time, he sat with some of the most renowned Islamic Scholars from whom he was granted various Ijazat (Islamic licenses).

Alongside this, he presented various TV shows on Huda TV and other channels, such as "The Quran Circle" and "Let's Talk," which aired internationally. With these experiences, Arqum continues to deliver khutbahs, lectures, and various programs throughout the region.

Sumera is currently a dentist practicing in the DMV region. Her role at Riwaq is shaped by her personal dedication to Islamic learning and her continual pursuit of knowledge.

Sumera is passionate about empowering youth, helping them see faith as a source of knowledge, confidence, and purpose. Her work with Riwaq reflects her personal mission to uplift others through Islamic learning, thoughtful education, and a deeper connection to deen.

She hopes Riwaq Institute continues to serve as a home, whether physical or spiritual, for all who seek meaningful growth. Being part of that impact is what inspires her dedication to this organization.

Sumera Ali

  • Noor Jamal

    Secretary

    Noor obtained her Master of Public Health degree from New York University, and currently works on the operational end of a hospital system in New York City. After receiving her Bachelors in Psychology from the University of Delaware, she has since been involved in Islamic organizations, including Riwaq. She hopes her work with Riwaq will spread knowledge and passion for Islam, while sharpening her personal skills and giving back to community.

  • Hassaan Sheikh

    Treasurer

    Hassaan graduated from Drexel University with a BS and MS in Biomedical Engineering. He was involved in various organizations throughout his college career and is very passionate about giving back to the community. Hassaan loves serving others and making an impact in people’s lives. He hopes that his work with Riwaq provides people the platform to truly appreciate and love Islam.

  • Marwane Adlani

    Head of Programs

    Marwane has a degree in Computer Science and is currently pursuing Islamic education. His passion with Riwaq Institute stems from his interest in seeking Islamic knowledge and hopes both he and our attendees benefit from these events.

  • Nurul Nayem

    Graphic Design

    Nurul is currently working in Finance & Tech, having received his degree from Drexel University. He is also a student at the Qalam Seminary with a strong passion for the Islamic sciences. Through Riwaq, he hopes to help cultivate spaces and opportunities that draw himself and others closer to their faith, deepening knowledge and appreciation of its beautiful traditions

  • Saba Ali

    Social Media

    Saba received her BS from University of Delaware is now a Biochemist. Saba enjoys engaging with the Muslim community. She hopes through Riwaq Institute she can create a interactive islamic platform for youth and adults. With her role, she strives to offer a friendly and keen environment for people to grow intellectually.

  • Abeer Jafil

    Programs - Retreat Coordinator

    Abeer received a Master’s in Urban Affairs and Public Policy from the University of Delaware, complemented by a bachelors in Psychology. She has been actively involved in initiatives committed to creating a positive societal impact. Passionate about fostering educational & engaging Islamic spaces, she finds joy in giving back to the Muslim community through Riwaq. 

  • Fatemah Butt

    Programs - MADRASA

    Fatemah completed her studies in Applied Sciences, specializing in Dental Hygiene, at Delaware Technical College. She is passionate about seeking Islamic knowledge and fostering a supportive atmosphere for physical and spiritual growth within the Muslim community. Through her involvement with Riwaq, she hopes to translate these ambitions into meaningful contributions for her community.

  • Amaad Rafi

    Programs - MADRASA

    Amaad is currently a Software Engineer who received his BS in Computer Science from the University of Delaware. His passion for seeking Islamic knowledge is what led him to Riwaq Institute, and he hopes that his work here aids in fostering a welcoming environment that imparts Islamic education and inspires others to embark on their journey.

  • Raza Sandhu

    Programs - MADRASA

    Raza received his BS in Applied Math from the University of Delaware in 2024. He has always enjoyed being an attendee at Riwaq events - especially its ability to provide Islamic knowledge in a unique manner. He wants to help create opportunities for other young adults to be able to take advantage of what Riwaq has to offer, ultimately increasing their knowledge.

  • Ilsa Naseer

    Programs - MADRASA

    Ilsa obtained her BS in Public Health Science from the University of Maryland. She is a current student at Temple University School of Dentistry, pursuing her DMD degree. As a student of Riwaq herself for many years, Ilsa is passionate about spreading the mission of Riwaq to increase knowledge and love of Islam amongst the community. Through this, she hopes to both deepen her own Islamic understanding and professional skills.

  • Shaymaa Ismaeel

    Outreach

    Born in Jeddah, Saudi Arabia and raised in Delaware, Shaymaa currently work as a school-based Speech-Language Pathologist. She maintains a strong interest in Islamic scholarship and is committed to meaningful community engagement.

  • Ahmad Hamid

    Volunteer

    Ahmad is currently a medical student at Drexel University College of Medicine, pursuing his MD degree. His academic journey began with a BS in Neuroscience and a minor in Computer Science from Temple University. Ahmad deeply values a traditional path to Islamic education, which led him to become a team member at Riwaq Institute.
